Amnesty International: COP31 must amplify people power, not oil lobby voices

Amnesty International warned in a report authored by its directors in Brazil, Türkiye and Australia that the climate crisis is a human rights crisis, and while fossil fuel profiteers retain privileged access to global negotiations, frontline and Indigenous communities remain shut out. The organization expressed alarm over the crackdown on civic space in Türkiye as the host of COP31, criticizing the UN-Türkiye hosting agreement for potentially chilling freedom of expression and peaceful assembly. Amnesty called on governments at COP31 to advance three priorities: ending fossil fuel expansion and ensuring a rights-compliant transition to renewables, ensuring the transition leaves no one behind, and scaling up public grants-based climate finance for lower-income countries.
