Regavim petitions Israeli government over failure to halt illegal construction in Gush Etzion

The Regavim movement has filed an administrative petition with the Jerusalem District Court against Israeli Defense Minister Israel Katz, Minister in the Defense Ministry Bezalel Smotrich, the IDF Central Command chief, and the deputy head of the Civil Administration. The petition demands immediate enforcement against two permanent structures built on state land in Area C, adjacent to the Bar Kochba community in Gush Etzion. Regavim claims these structures block a planned access road and pose a security threat. The organization argues that while the Israeli government designated the establishment of Bar Kochba as a strategic national objective in 2024 to ensure territorial contiguity between Gush Etzion and Jerusalem, enforcement authorities have remained inactive. According to Regavim, this construction is part of a systematic effort by the Palestinian Authority to expand into Area C and restrict Israeli settlement. The petition follows a year of unsuccessful administrative appeals by the organization. Roi Drucker, Regavim’s director for Judea and Samaria, described the situation as a failure of leadership, stating that the state cannot designate the area as a strategic anchor while allowing the Palestinian Authority to determine the borders on the ground. The Nahal Haletz area, where the community is located, is also the subject of a broader dispute involving Palestinian efforts to secure UNESCO recognition for the site.
